Secondary Constitution ARTICLE I - NAME Section 1 - The official name of this organization shall be “SkillsUSA Massachusetts, Inc.” Secondary Division, also referred to as the SkillsUSA Massachusetts, Inc., High School Division. ARTICLE II - PURPOSES Section 1 - The purposes of this organization are: • To unite in a common bond without regard to race, sex, religion, creed, national origin or disabilities, as defined by the Americans with Disabilities Act, full-time students enrolled in programs with skilled and technical sciences, vocational trade, industrial, technical and health occupations objectives, including school-to-work programs. • To provide leadership for local chapters and for the Commonwealth of Massachusetts secondary organization. • To provide a clearinghouse for information and activities. • To provide national recognition and prestige through an association and affiliated organizations and through an association of local chapters. • To provide a vehicle, national in scope, for organizations to work articulately with skilled and technical sciences, trade and industrial, technology, and health occupations student groups. • To develop leadership abilities through participation in educational, vocational, occupational, civic, recreational and social activities. • To foster a deep respect for the dignity of work. • To assist students in establishing realistic vocational and career goals. • To help students attain a purposeful life. • To create enthusiasm for lifelong learning. • To promote high standards in trade ethics, workmanship, scholarship and safety. • To develop the ability of students to plan together, organize and carry out worthy activities and projects through the use of the democratic process. • To foster a wholesome understanding of the functions of labor and management organizations and a recognition of their mutual interdependence. • To create among students, faculty members, patrons of the school, and persons in business, industry and labor a sincere interest in and esteem for trade, industrial, technical, health occupations and career-technical education. • To develop patriotism through a knowledge of our nation’s heritage and the practice of democracy. ARTICLE III - ORGANIZATION Section 1 - SkillsUSA Massachusetts, Inc., Secondary Division, is an association comprised of local chapters within the Commonwealth of Massachusetts operating in accordance with a charter granted by National SkillsUSA. Section 2 - Corporate administration, fiduciary authority, legal compliance, finances, contracts, employment, and organizational policy of SkillsUSA Massachusetts, Inc. shall be vested in the SkillsUSA Massachusetts Board of Directors, subject to the Articles of Organization, corporate bylaws, applicable law, and National SkillsUSA governing documents. The Board shall consist of: • Four Vice Presidents representing the four founding committees. • Six members elected at large from the four founding committees. • A member representing the Massachusetts Association of Vocational Administrators (MAVA). • A member of the State Executive Council, ex officio. • A member representing the Massachusetts CTE Association (MassCTE), ex officio. • A member representing the Alumni Executive Committee, ex officio. Section 3 - The House of Delegates is the representative student legislative body of the Secondary Division and shall exercise the powers specifically granted to it by this Constitution and Bylaws, including election of state officers and action on proposed constitutional amendments. The State Executive Council is the student executive body and shall carry out the duties assigned in this Constitution and Bylaws and advise the Board of Directors on matters affecting student members. Section 4 - The Massachusetts Executive Director is the administrator of the state headquarters and is responsible to the Board of Directors for conducting the work of the state program.
