50 Section 5 - A chapter charter shall be issued to a local school by the Board of Directors of SkillsUSA Massachusetts, Inc., Secondary Division. Section 6 - A chapter is composed of at least three (3) organized sections. An organized Chapter is defined as follows: Seven or more members in each organized section. • Having an elected set of officers. • Having adopted a constitution. • Having a planned program of work. Section 7 - The Commonwealth shall be divided into as many districts as deemed necessary by the Board of Directors. The representation, functions, and boundaries of these districts shall be described in the bylaws. ARTICLE IV - MEMBERSHIP Section 1 - Each local chapter shall be open for membership to students in trade, industrial, technical, health occupations, school-to-work, CTE, and Skilled and Technical Sciences education, without regard to race, sex, color, creed, national origin, religion, or disability consistent with applicable law. Section 2 - All members of SkillsUSA Massachusetts, Inc., Secondary Division, shall be members of National SkillsUSA to qualify for a charter. Section 3 - SkillsUSA Massachusetts, Inc., Secondary Division, shall recognize members through a local chapter only. Membership shall consist of members of a local chartered chapter who have paid applicable state and national dues. Section 4 - Classes of membership recognized by SkillsUSA Massachusetts, Inc. are: Active Membership - Full-time preparatory students enrolled in high school vocational or career-technical courses in trade, industrial, technical, and health occupations education and school-to-work programs meeting the requirements of the state plan for vocational education and/or the guidelines for a school-to-work program; including students enrolled in a coherent series of courses or career major that prepares them for further education and/or employment and who are earning credit toward a high school diploma/certificate or its equivalent. Professional Membership - Persons associated with or participating in the professional development of SkillsUSA as approved by SkillsUSA Massachusetts. Such members shall include club/chapter advisors, teachers, teacher educators, and supervisors. Professional members shall be ineligible to serve as a National Voting Delegate, hold National Office, or otherwise represent SkillsUSA Massachusetts, Inc. in National SkillsUSA, except as otherwise permitted by applicable national rules. Honorary Life Membership - Individuals who have made significant contributions to the development of SkillsUSA and vocational trade, industrial, technical, and health occupation education or school-to-work programs whose membership has been approved by the Board of Directors. Honorary Life Membership shall not require payment of state dues. The state association shall purchase National SkillsUSA services for state honorary members as applicable. Alumni Membership - Former active members who are no longer enrolled in vocational education or a school-to- work program. Alumni may participate at the district and state levels as part of the approved alumni association for Massachusetts and may participate at the national level through the state alumni association. Section 5 - A membership year shall be from September 1 through August 31, inclusive. ARTICLE V - STATE OFFICER TEAM Section 1 - SkillsUSA Massachusetts shall have a maximum of ten (10) elected state officers. All elected officers must be elected by a majority vote of the House of Delegates. Section 2 - The elected officers shall, at the time specified in the bylaws or during State Officer training, elect the officer positions of President, Vice President, Secretary, Treasurer, Reporter, Parliamentarian, Historian, and District Vice President(s), together with any additional titles authorized by the bylaws. All state officers are an equal part of the State Executive Council, and each officer carries the same rights, privileges and responsibilities.
