Alumni Membership - Former active members who are no longer enrolled in an eligible college, post-secondary institution, apprenticeship, or post-secondary career and technical education program. Alumni may participate at the district and state levels as part of the approved alumni association for Massachusetts and may participate at the national level through the state alumni association. Section 6 - A membership year shall be from September 1 through August 31, inclusive. ARTICLE V - STATE OFFICER TEAM Section 1 - SkillsUSA Massachusetts shall have a maximum of five (5) elected college post-secondary state officers. All elected officers must be elected by a majority vote of the House of Delegates. Section 2 - The elected officers shall, at the time specified in the bylaws or during State Officer training, elect the officer positions of President, Vice President, Secretary, Treasurer, Reporter, Parliamentarian, together with any additional titles authorized by the bylaws. All college post-secondary state officers are an equal part of the State Executive Council, and each officer carries the same rights, privileges and responsibilities. Section 3 - Officers shall serve a term of one membership year, September 1 through August 31. Section 4 - It shall be the duty and function of the State Executive Council to conduct business pertaining to the students they serve, including the duties stated in Article VIII. Section 5 - Should the presidency be vacated, the Vice President shall succeed the President and the Vice President position shall be filled by appointment by the new President with the approval of the State Executive Council. Vacancies in any other office shall be filled by appointment of the President with the approval of the Board of Directors. Section 6 - During the period between state officer elections and training, vacancies may also be addressed by the State Executive Director and officer advisors consistent with the election and appointment procedures established by the constitution and bylaws. If a state officer-elect fails to attend required state officer training, the officer may forfeit the privileges of serving as a state officer for that year. Section 7 - A state officer may be removed from office for failure to maintain eligibility, failure to perform the duties of office, misconduct, or violation of the State Officer Code of Conduct or other duly adopted policies. Removal shall follow the due-process procedures established in the Bylaws and applicable operating policies and shall require action by the Board of Directors upon recommendation of the appropriate state leadership body. ARTICLE VI - QUALIFICATIONS FOR STATE OFFICE Section 1 - Eligibility for holding a state office shall include: • Active Membership status. • At least one full academic year, or equivalent program period, remaining in their post-secondary career and technical, vocational, apprenticeship, or related program. • The support of his/her local chapter. • Filing candidacy with the state office prior to the last day of January. • Meeting the academic standards established in the bylaws and applicable candidate materials. • Meeting any endorsement, application, election, and candidate requirements established by SkillsUSA Massachusetts. Section 2 - Each chapter is eligible to provide a State President for a maximum of two (2) consecutive years. No chapter is eligible to provide more than three candidates for state office in a single election cycle. Section 3 - All incumbent state officers shall refrain from participating in any SkillsUSA Championships event at the local, district, or state level during their tenure of office. Section 4 - All candidates for State SkillsUSA office and State Officers must maintain a “C” average or GPA of 2.0 in each class, academic or technical, for each semester or academic term of the current academic year and must remain in good academic standing and eligible to continue
