Section 3 - The House of Delegates is the representative student legislative body of the Post-Secondary Division and shall exercise the powers specifically granted to it by this Constitution and Bylaws, including election of state officers and action on proposed constitutional amendments. The State Executive Council is the student executive body and shall carry out the duties assigned in this Constitution and Bylaws and advise the Board of Directors on matters affecting student members. Section 4 - The Massachusetts Executive Director is the administrator of the state headquarters and is responsible to the Board of Directors for conducting the work of the state program. Section 5 - A chapter charter shall be issued to an eligible college, post-secondary institution, or post- secondary program by the Board of Directors of SkillsUSA Massachusetts, Inc., Post-Secondary Division. Section 6 - A chapter is composed of at least three (3) organized sections. An organized Chapter is defined as follows: Seven or more members in each organized section. • Having an elected set of officers. • Having adopted a constitution. • Having a planned program of work. Section 7 - The Commonwealth shall be divided into as many districts as deemed necessary by the Board of Directors. The representation, functions, and boundaries of these districts shall be described in the bylaws. ARTICLE IV - MEMBERSHIP Section 1 - Each local chapter shall be open for membership to eligible post-secondary students enrolled in college, career and technical education, skilled and technical sciences, trade, industrial, technical, health occupations, apprenticeship, work-based learning, or related post-secondary programs, without regard to race, sex, color, creed, national origin, religion, or disability consistent with applicable law. Section 2 - For purposes of this Post-Secondary Division, a post-secondary student is an individual who holds a high school diploma or a recognized General Educational Development (GED) certificate and is enrolled in an eligible college, post-secondary institution, apprenticeship, or post-secondary career and technical education or related program. Section 3 - All members of SkillsUSA Massachusetts, Inc., Post-Secondary Division, shall be members of National SkillsUSA to qualify for a charter. Section 4 - SkillsUSA Massachusetts, Inc., Post- Secondary Division, shall recognize members through a local chapter only. Membership shall consist of members of a local chartered chapter who have paid applicable state and national dues. Section 5 - Classes of membership recognized by SkillsUSA Massachusetts, Inc. are: Active Membership - Post-secondary students who hold a high school diploma or a recognized General Educational Development (GED) certificate and are enrolled in an eligible college, post-secondary institution, or post- secondary career and technical education, skilled and technical sciences, trade, industrial, technical, health occupations, apprenticeship, or related program that prepares them for further education, industry credentials, licensure, apprenticeship completion, and/or employment. Professional Membership - Persons associated with or participating in the professional development of SkillsUSA as approved by SkillsUSA Massachusetts. Such members shall include club/chapter advisors, teachers, teacher educators, and supervisors. Professional members shall be ineligible to serve as a National Voting Delegate, hold National Office, or otherwise represent SkillsUSA Massachusetts, Inc. in National SkillsUSA, except as otherwise permitted by applicable national rules. Honorary Life Membership - Individuals who have made significant contributions to the development of SkillsUSA and post-secondary career and technical, vocational trade, industrial, technical, health occupations, apprenticeship, or related workforce education programs whose membership has been approved by the Board of Directors.
