52 standards shall be further defined in the bylaws and operating policies. ARTICLE VIII - STATE EXECUTIVE COUNCIL Section 1 - The State Executive Council shall consist of the elected state officers. SkillsUSA staff shall serve in an advisory capacity, with no voting privileges. It shall be the duty and function of the State Executive Council to: • Advise the Board of Directors concerning the execution of the decisions of the House of Delegates. • Conduct business pertaining to the students they serve. • Preside over all state meetings and conferences. • Propose and review proposed amendments to the Constitution and bylaws and recommend legislation to the House of Delegates. • Call special meetings and conferences, subject to the approval required by this Constitution, the Bylaws, or the Board of Directors. • Initiate and coordinate the State Program of Work. • Initiate and participate in state-sponsored signature service projects. Section 2 - The State Executive Council shall hold monthly regular meetings and may hold additional or special meetings as authorized by the Executive Director, Board of Directors, bylaws, or operating policies. ARTICLE IX - EMBLEM AND COLORS Section 1 - The emblem and colors of SkillsUSA Massachusetts, Inc., Secondary Division, shall be the same as those adopted by National SkillsUSA. ARTICLE X - DISTRICTS Section 1 - The Commonwealth of Massachusetts shall be divided into six (6) districts, or such number of districts as may subsequently be authorized by the Board of Directors and bylaws, for the purpose of communicating, providing equal representation in skill and leadership events, administering district skill and leadership events, and supporting the organization. District names, boundaries and functions shall be defined in the bylaws. Section 2 - District events shall be planned, organized, and conducted consistent with the organization’s Program of Work, Bylaws, and operating policies. Section 3 - District representation, coordinators, charters if applicable, and administrative requirements shall be established by the Board of Directors through the bylaws and operating policies. ARTICLE XI - LOCAL CHAPTER CHARTERS Section 1 - A local chapter must submit such constitution, bylaws, application, membership registration, and other materials as required by the state office. Upon approval, a chapter charter shall be issued to the local school by the Board of Directors of SkillsUSA Massachusetts, Inc., Secondary Division. Section 2 - The charter of a local chapter may be revoked upon failure to remit required dues or failure to carry out local, state, or national constitutions, bylaws, and operating policies. Section 3 - A chapter whose charter has been revoked may be reinstated only through favorable action of the Board of Directors upon recommendation of the appropriate state leadership body as provided in the bylaws or operating policies. ARTICLE XII - DISSOLUTION Section 1 - Upon the dissolution of SkillsUSA Massachusetts, Inc., the Board of Directors shall, after paying or making provisions for payment of liabilities, dispose of the remaining assets in accordance with the applicable Articles of Incorporation of SkillsUSA, Inc. Remaining assets shall be used for the benefit of students in career and technical, skilled and technical sciences, vocational, trade, industrial, technical, and health occupations education, or transferred to an appropriate recognized educational foundation, as permitted by law and governing documents. ARTICLE XIII - HOUSE OF DELEGATES / VOTING DELEGATES Section 1 - SkillsUSA Massachusetts members shall exercise their franchise through voting delegates at district, state and national meetings. Section 2 - Each chapter shall select delegates who shall be considered voting delegates at district and State Leadership Conference House of Delegates Business Meetings and may also serve as delegates at other official state business meetings. The number of voting delegates shall be determined as established in the bylaws.
